Cambodia-Thailand agree to approve 4 items on the agenda

Cambodia has continued to categorically refuse to recognize the map that the Thai side has drawn unilaterally and used as a reference.

The Cambodian position was expressed at the plenary meeting of the Joint Boundary Commission of Cambodia and Thailand, held in Phnom Penh on June 14 and 15, 2025. The Cambodian side requested the Thai side to join Cambodia in bringing the border dispute in the Mum Bei area, Ta Moan Thom temple, Ta Moan Toch temple and Ta Krabey temple to the International Court of Justice. The Cambodian side has also reaffirmed Cambodia’s position to initiate legal proceedings independently of the court, even though the Thai side has rejected the jurisdiction of the International Court of Justice. The Cambodian side further asserted that these four areas will no longer be the subject or object of discussion and resolution within the framework of the Cambodia-Thailand Joint Boundary Commission.

The Cambodian side stressed that apart from the four areas that have been in the lawsuit to the International Court of Justice, the Cambodian side has maintained its position and goodwill in continuing to cooperate with the Thai side to promote the measurement of the boundary and the demarcation of the border using the Cambodia-Thailand Joint Boundary Commission mechanism.

The meeting of the Commission adopted four items on the agenda.

First: Reviewing and approving the minutes of the 4th meeting of the Cambodia-Thailand Joint Technical Committee dated 14 July 2024 in Siem Reap, Kingdom of Cambodia.

Second: Reviewing and approving the revision of the 2003 Terms of Reference regarding the production of orthophoto maps (Step 2 in Point 4 of the reference).

Third: Discussing and approving the dispatch of a joint survey team to survey and demarcate the border on the ground between the exact locations of the agreed border posts (the waterline and the straight line).

Fourth: Discussing the guidelines for surveying Sector 6 (Point IX of the 4th meeting and the 2009 JBC Special Meeting). The Cambodian side was led by H.E Lam Chea, Minister in charge of the Secretariat of State for Border Affairs and Chairman of the Joint Border Commission of Cambodia, and the Thai side by H.E. Prasas Prasasvinitchai, Advisor to the Ministry of Foreign Affairs and Chairman of the Thai Joint Border Commission.
