The Commission for the Preparation of Documents for Submission to the International Court of Justice started its first session on Monday June 23, 2025.

Deputy Prime Minister and Minister of Foreign Affairs and International Cooperation, H.E Prak Sokhonn, chaired the meeting.

The Meeting addressed the border disputes with Thailand in the areas of MOM BEI, TAMONE THOM Temple, TAMONE TOUCH Temple, and TA KRABEY Temple. The Meeting also reviewed the updates of the ongoing works of the Commission and set forth the strategy and work plan to achieve its goals.

The commission was established by Samdech Thipadei Hun Manet, Prime Minister of Cambodia, on June 6, 2025, with a composition of 15 members and 5 vice-chairmen.

The commission has two working groups: the legal affairs working group, led by Deputy Prime Minister Keut Rith, and the Diplomatic Affairs Working Group, led by Her excellency Eart Sophea, Permanent Secretary of State at the Ministry of Foreign Affairs and International Cooperation.

Cambodia’s complaint was filed with the International Court of Justice (ICJ) on Monday, June 16, 2025, after the bilateral negotiations on these four points were not going well due to the Thai side using a unilaterally drawn map in violation of the 2000 MoU.

The Cambodian Prime Minister, Samdech Thipadei HunManet has stated that taking the border dispute with Thailand in the four areas to the International Court of Justice was to end the border dispute between the two countries that has been going on for hundreds of years. The Prime Minister of Cambodia announced that Cambodia will accept whatever the International Court of Justice decides.
