An inter-ministerial meeting was held on Wednesday February 28

H.E. Vongsey Visoth, Permanent Deputy Prime Minister in charge of the Office of the Council of Ministers chaired the meeting, which was called to discuss a number of reform measures to ensure the efficiency and transparency of sand resource management in response to the needs of practical social and economic development and to minimize impacts.

According to H.E. Vongsey Visoth, as advised by Samdech Thipadei Hun Manet, Prime Minister of Cambodia, the meeting reviewed the regulations and procedures related to the management of sand resources in order to increase the efficiency of management to ensure the economic, social and environmental benefits in a balance that ensures efficiency, transparency and sustainability of the use of sand resources. The meeting also reviewed and discussed resource management of the sand and draft sub-decree on adjusting the composition and functioning of the Sand Resources Management Committee. The Permanent Deputy Prime Minister said that the whole meeting has had the duty to find measures for the overall sand resource management mechanism, as well as the issuance of business licenses and related procedures with the highest efficiency, with systematic consideration and balance as so as to ensure the economic benefits of serving development and national budget revenue, and to minimize the impact on the environment and local communities. The meeting discussed all the key components of the sand resource management mechanism in the chain of procedures and the necessary conditions, especially in licensing, mechanisms for environmental impact assessment, and royalties. The meeting discussed a number of reform measures and functions, duties and responsibilities of ministries and institutions, as well as targets for further reforms to ensure efficiency and transparency in the management of sand resources and, in particular, to meet the needs of social and economic development to practice and to minimize the impact on local communities.

The meeting was also attended by H.E. Keo Rattanak, Minister of Mines and Energy, H.E. Tho Chetha, Minister of Water Resources and Meteorology, as well as senior officials from other relevant ministries and institutions.
